Customs documentation and export certificates

International shipments may require Customs, import, export, origin, transport or other administrative documentation depending on the destination country, Product, shipment value, applicable Customs procedure and agreed commercial terms.

Standard shipping and Customs documentation is prepared according to the requirements applicable to the relevant shipment.

Additional or customer-specific documentation may require additional processing, third-party intervention, administrative fees or additional lead time.

Customs duties, import taxes and destination charges

International shipments may be subject to Customs duties, import VAT, tariffs, brokerage charges, clearance fees, storage charges, inspection fees, local taxes and other charges imposed in the destination country.

Responsibility for these costs depends on the applicable Incoterm®, quotation, contract, Customs procedure, destination-country rules and mandatory law.

For Business Buyer shipments supplied under CPT (Carriage Paid To), Incoterms® 2020, unless another term has been expressly agreed, destination import clearance, import duties, import taxes and other import formalities are generally for the Buyer's account according to the applicable CPT rule.

Where another Incoterm® or individually negotiated shipping arrangement applies, the allocation of costs and Customs responsibilities follows that agreed term.

Mandatory Consumer protections are not overridden by B2B Incoterms® provisions.

Standard shipment documentation

Depending on the shipment and applicable requirements, standard export or transport documentation may include documents such as:

  • commercial invoice;
  • transport or courier documentation;
  • Customs declaration information;
  • packing information where required;
  • Product description;
  • quantity and value information;
  • country-of-origin information where applicable;
  • HS or other tariff classification information; and
  • other information reasonably required to export and transport the shipment.

The exact documentation issued or required varies according to the Product, destination, carrier, Customs procedure and applicable law.

Additional documentation requested by the Buyer

Buyers requiring documentation beyond the Company's standard shipment documentation should request it before order confirmation or, at the latest, before dispatch.

Additional documentation may include, where applicable:

  • A.TR movement certificates;
  • certificates or declarations of origin;
  • additional Customs declarations;
  • customer-specific statements;
  • legalized or officially certified documents;
  • Chamber of Commerce documentation;
  • additional copies or original documents;
  • special import documentation;
  • Product-specific declarations; or
  • other administrative documents requested by the destination country or Buyer.

Availability depends on whether the requested document is applicable to the Product and transaction and whether the Company possesses the information and legal basis necessary to issue or obtain it.

A.TR movement certificates for Türkiye

For eligible shipments between the European Union and Türkiye, an A.TR movement certificate may be requested where applicable under the EU-Türkiye Customs Union arrangements.

The A.TR movement certificate is evidence relating to the free-circulation status of eligible goods under the EU-Türkiye Customs Union. It is not, by itself, a certificate of preferential origin or proof that the goods originate in the European Union.

Whether an A.TR certificate is appropriate depends on the Product, Customs status and circumstances of the relevant shipment.

A.TR administrative fee

Where an A.TR movement certificate is requested and can be issued for the relevant shipment, the standard 3Dresyns® administrative fee is:

50 EUR per order.

This fee covers the Company's additional administrative processing associated with the requested documentation.

Any additional third-party, Customs, Chamber of Commerce, courier, legalization or other external charges, where applicable, may be charged separately.

Requesting an A.TR certificate

An A.TR certificate is not included by default in standard orders.

The Buyer should request it before the shipment is prepared or dispatched by contacting info@3Dresyns.com.

Requests received after dispatch may not be capable of being fulfilled through the same procedure and may require additional assessment, documentation, cost or processing.

Electronic A.TR certificates

A.TR movement certificates may be issued or processed electronically where permitted under the applicable EU-Türkiye Customs framework and the procedures of the competent Customs authorities.

The format and validation method used for an A.TR certificate are determined by the applicable Customs rules and competent authorities rather than solely by the Company.

Certificates and declarations of origin

A certificate or declaration concerning Product origin is different from an A.TR movement certificate.

Where a Buyer requires a certificate of origin, preferential proof of origin, non-preferential origin statement or similar document, the specific requirement should be communicated before ordering or dispatch.

Origin documentation can only be provided where the requested statement is applicable, accurate and supportable under the relevant rules of origin.

The Company will not issue an origin declaration that it cannot reasonably substantiate or that would be inconsistent with applicable Customs law.

Country of origin

Where applicable, the commercial or Customs documentation supplied with a shipment will contain the country-of-origin information required for that transaction.

Origin must be determined according to the applicable Product and Customs rules and should not be inferred solely from the Company's registered address, manufacturing activities or Product branding.

HS and tariff classification

Most 3Dresyns® Products are generally classified under the standard HS reference 3907.99.

Certain Products or Product categories may require a different tariff classification depending on their nature, composition, presentation, destination and applicable Customs nomenclature.

Where Product-specific or shipment-specific tariff information is provided in the commercial invoice or Customs documentation, that specific information applies to the relevant shipment.

Product-specific declarations

Requests for Product-specific declarations concerning composition, animal origin, non-POAO status, regulatory status, raw-material origin or other technical matters will be assessed according to the documentation and records available for the relevant Product.

A declaration available for one Product should not be assumed to apply automatically to another Product or to the entire 3Dresyns® catalogue.

Legalization, certification and third-party documents

Some destination countries, Buyers or authorities may require documents to be:

  • issued or endorsed by a Chamber of Commerce;
  • certified by a competent authority;
  • legalized;
  • apostilled;
  • translated;
  • issued in original paper form; or
  • processed through another external organization.

Such requirements are not included automatically in the standard Product price or shipping charge unless expressly stated.

Any external costs and additional Company administrative charges will be communicated where reasonably possible before the requested service is performed.

Administrative fees

Administrative fees may apply to additional or non-standard Customs, export, origin or certification documentation requested by the Buyer.

Where a specific fee is stated on this page, in a quotation or in another applicable Company policy, that fee applies to the relevant request.

Where no standard fee has been published, the Company may provide a quotation based on the documentation, external costs and work required.

Effect on lead time

Requests for additional Customs or export documentation may increase order-processing and dispatch time.

This may be particularly relevant where documentation requires:

  • review of Product information;
  • Customs processing;
  • external certification;
  • Chamber of Commerce intervention;
  • legalization;
  • translation;
  • original signatures or documents;
  • coordination with a carrier or Customs representative; or
  • information from the Buyer or destination authority.

General 3Dresyns® production and delivery estimates should therefore not be interpreted as guaranteed deadlines where additional documentation has been requested.

Buyer information and cooperation

The Buyer is responsible for providing accurate information reasonably required to prepare requested destination-specific documentation.

Where documentation cannot be completed because required Buyer information, import permits, consignee details, tax information or destination requirements have not been provided, order processing or dispatch may be delayed.

Destination-country requirements

Import requirements vary between countries and may change over time.

The Buyer or importer should determine whether the destination country requires special permits, registrations, certificates, import licences, product declarations or other documents before placing the order where such requirements fall within the Buyer's responsibility under the applicable transaction.

3Dresyns® may provide reasonable information concerning its Products and shipment documentation but does not act as the Buyer's general Customs, tax or regulatory adviser unless such service has been expressly agreed.

Customs authority decisions

Documents and classifications provided by the Company are prepared using the information available for the relevant transaction and applicable Company records.

Final acceptance, classification, valuation, origin determination, import authorization, tariff treatment or clearance of a shipment is determined by the competent Customs or other public authorities.

The issuance of a document by 3Dresyns® does not constitute a guarantee that a foreign Customs authority will accept the Buyer's proposed treatment or complete clearance within a particular period.

Customs delays

Customs inspections, document requests, classification reviews, import controls, regulatory checks and other authority procedures may delay a shipment after dispatch.

The Company is not responsible for delays caused solely by actions or requirements of Customs authorities, destination-country authorities or logistics providers that are outside the Company's reasonable control, except to the extent responsibility cannot lawfully be excluded or the delay results from a failure by the Company to comply with its own applicable obligations.

Additional charges caused by destination requirements

Unexpected destination-country duties, taxes, storage fees, brokerage charges, inspections or other administrative costs may arise after dispatch.

Responsibility for such costs depends on the applicable Incoterm®, contractual arrangement, Customs rules and mandatory law.

The Company does not guarantee in advance that a destination authority or logistics provider will not impose additional charges.

Request documentation before shipment

Where special Customs or export documentation is required, Buyers should contact the Company as early as possible and preferably before placing the order.

Requests should identify:

  • the Product or Products concerned;
  • the destination country;
  • the required document;
  • the authority or organization requesting it;
  • any required wording or format;
  • the order or quotation reference, where available; and
  • the required timing.

Governing principle

Standard shipment documentation is provided according to the requirements of the relevant transaction. Additional Customs, origin or export documentation must be requested in advance, may be subject to administrative or external fees and additional lead time, and can only be issued where the requested statement or certificate is applicable and supportable.

Relationship with other Legal Terms

This policy must be read together with the Company's Tariff and HS codes, Offline payment by bank transfer, Prices, taxes & Incoterms, Ordering, Prices & Lead Times, Terms & Conditions and Legal Terms.

Mandatory requirements

Nothing in this policy authorizes the Company or Buyer to issue, request or use inaccurate Customs, origin, tariff, Product or regulatory documentation or to circumvent mandatory import, export, sanctions, Customs, tax or other legal requirements.
